Allen Dulles is renowned as the pioneer of the CIA, but before entering upon a clandestine career he was a distinguished diplomat and architect of American foreign policy. The Dulles book has been skilfully edited by Michael Wala of the Universitat Erlangen-Nurnberg a specialist in US foreign policy 1945-50. I found his 14 page introduction, putting Dulles and the Marshall Plan into context, particularly helpful.
